DOME
Distributed Open Marketplace for Europe
Cloud computing is considered a central element of Europe’s digital future, providing European businesses and public bodies with the capacity to process data needed for their digital transformation.
To achieve the objectives of the European digital strategy, the Commission is proposing a series of actions through programs such as the Digital Europe Program (DIGITAL) and the Connecting Europe Facility (CEF). These actions aim to build key capabilities, achieved through joint investments with Member States, aimed at creating new infrastructures and high-level digital services and at improving and consolidating capabilities already available at national and European level.
With the aim of encouraging the adoption of cloud and edge services in Europe, under the first call of the Digital Europe Program (DIGITAL-2021-CLOUD-AI-01) the DOME project has been approved and financed.
EuroCrime is a partner of the project, carried out by an international Consortium including 38 European organizations from 14 countries. The project aims to support the development of cloud-to-edge infrastructure and services in Europe by creating a single access portal for stakeholders in cloud and edge services, including providers and consumers, with a strong focus on ease of access and use, inclusion and principles of equality. DOME will constitute an online catalog hosting existing cloud-to-edge service offerings, made available through a federation of independent marketplaces, which will be linked to the offering provided by various cloud service and platform providers.
The project aims to create a dynamic ecosystem that unites all stakeholders in cloud and edge services, including infrastructure providers, data, platforms, service integrators, certification agencies and customers from every industrial sector. Our goal is to boost the EU cloud industry by simplifying current practices and offering EU customers an unprecedented level of access and control.

Stategic Objectives
- Implement the technical infrastructure of a marketplace platform, with a strong focus on the customer, ease of use and the principles of inclusion and equality;
- Manage the platform according to security, energy and resource efficiency, data protection, ethical standards, portability requirements;
- Ensure the integration of cutting-edge identity and access management services onto the platform, to support its operation;
- Design a curation/vetting process for the services offered on the marketplace, in particular for specific services of regulated sectors (e.g. health, energy, finance);
- Develop interconnections with similar marketplaces and service catalogs already existing in some Member States;
- Allow access, through a single portal, to an online catalog of cloud-to-edge service offerings compliant with European standards and requirements, codified in the EU Cloud Rulebook;
- Perform a service intermediation function that allows transactions to be carried out between suppliers and users on the marketplace;
- Ensure a neutral technical architecture and framework with respect to service providers.
